The case of Walter Jackson.
The British Ship "Kate Carnie" arrived at Hong Kong upon the 20th of May 1874, bringing two men who had been picked up, professing to be part of the crew of the British barque "Laura", which vessel they alleged had foundered at sea.
A day or two afterwards the mail arrived with newspapers from England and Australia containing accounts of a mutiny and piracy with attempt at murder on board the British barque. "Satsuna" of Sunderland in latitude 31° South longitude 24 degrees west; and identifying the above men as being two of the miti- neers who had escaped with the ship's boat. One of them, Prospero Beltram was still in Hong Kong and was at once apprehended, the other Walter Jackson had left in the British steamer "Nankin" for Shanghai one of the treaty ports in the Empire of China, and the head- quarters of the Supreme Courts of China and Japan.
The Supreme Court of China and Japan is established by an Order of Her Majesty in Council dated the 9th of March 1865 of which the 66th Section
is as follows:-
"Where a Warrant or order of arrest is issued by a competent authority in Her Majesty's Dominions for the apprehension of a British sub- ject who is charged with having committed a crime or offence within the jurisdiction of the
